Don't recall seeing a mention of player passes in the proposal. Anyone else see it? Is it now dead?

I believe that it is a detail to be worked out, like so much else.
I do recall seeing a mention of player passes in an early version of the Plan, did not notice anything about them in the latest version.

It's in there (12/31 version). 
"Washington Youth Soccer Player Pass"

Allow the player pass across both the Regional Club League and Open League for the purpose of playing "up" for development.

Betcha the reviewers saw the mention of the player pass in the draft as an opportunity for weighing on the strictures regarding its use. Rather than get into a tug-of-war over a peripheral issue in a draft designed to be a broad framework, it was just lopped out of the discussion.

Washington Youth Soccer Player Pass
Allow the player pass across both the Regional Club League and the Open League for the purpose of playing “up” for development. Potentially expand it so that within an association, a player from a Select/ Developmental Club could use it to participate with a team from the Regional Club. This should also be expanded to include District leagues. This will further enable the concept of Seamless Soccer.

The idea makes sense, but there has been abuse in the past.  As with many things, the Devil is in the Details.   If there is proper accountability, there is no reason why the system should not work OK.

Overuse of players has been one issue.
Another has been bringing in ringers to win games.
A third has been keeping regular team players sitting all the time and bringing down players.

Thanks for posting the link.  I guess that I have been around soccer and lawyers too long, as I saw far too many nuances.   Despite that, there was much good info there!
