I believe the 6 listed were the only ones that were both in Fall and in Spring in Div 1 and thus the exclusion of Whatcom, Snohomish, GRFC, etc.

If you want to go beyond 6 who were in Div1 both Fall and Spring, then my Top 10 based on Fall, Spring, GRFC Winter Classic tournaments (which had pretty good representation of the top U12 teams, only Timbers and NWN missing) would basically break into 4 Tiers:

Tier 1 - Teams to Beat at State Cup
1. NWN - Only 1 loss in both spring and fall PDL
2. Reign (I think Crossfire is playing better now, but Reign has 2 head to head wins over them this spring - PDL and GRFC Winter Classic)
3. Crossfire

Tier 2 - Are solid and have shown signs they can beat anyone any time:
4. Timbers
5. Whatcom
6. HPFC

Tier 3 - Inconsistent either in the Fall and/or Spring, but if they put it together can easily make a run to the championship and have demonstrated they can beat the best teams
7. EFC (have to finish, was leading or tied at half in 6 of their 7 Spring games, didn't win one of them)
8. GRFC (pretty much have dominated Div 2 in the Spring)

Tier 4: Dangerous and potential to make a run but have not demonstrated through league or tournaments ability to beat the top 4-6 teams
9. Snohomish
10. WPFC, Spokane, Westsound (not sure who I would put at #10, you can make a case for any of these 3)
