Can any of the PSPL teams play? most of them are probably excluded....Do the NPSL teams have Cap scores? Did the Cosmo's Cap score disappear?

I have no clue as to where anything is or where who can play where, but I didn't want to exclude any of the teams.
Frankly, I feel that WYS ( Washington STATE Youth Soccer ) needs to include ANY and ALL teams that want to play in the State Championships, no matter if they are WSYSA, PSPL or XYZ affliated. All these teams play IN Washington, they would also be paying the same fees, so why can't they play in State Cup?

Speaking of State Cup, I was reading the rules and a couple of them caught my attention:
1. If you were a Finalist in the Chall Cup last year, you had to play in the Champ cup this year.

2. Only 7 subs allowed per half and/or OT ( what I would really like to see is that you can't sub out unless you have possession of the ball. Some refs do this, but not all and it isn't in the rules )

I forgot what else I saw.

I went back to the rules to try and find out what I was missing ( still haven't found it ) but I also didn't find my original #1 about playing in the Chall cup.
What I did find doesn't jive with what I thought: Must be from the lack of beer in my system
Any team that was not a Championship cup team in the Semi-finals can play in the Chall cup

Here is #2 about subbing:
I) In accordance with National Cup rules, the semi-finals and finals of the Challenge Cup
and State Championships will follow the below rules regarding substitutions:
a. for the U14 age group and below, unlimited substitutions shall be allowed; and
b. for all other age groups, a maximum of 7 substitutions for each team shall be allowed
in each game during each half of play and during overtime play. After leaving the
game during a half of play, the substituted player may not re-enter the game during
that same half of play.

Sort of like the old college rules.

Actually, as a fan of the game, I like the idea that once players reach a certain age, once they are subbed out, they cannot reenter in that half.    As a coach, I have to recognize that this can limit playing time for the less valued players.   As a parent, of course I want to see my kid playing every minute, making every assist and scoring every goal, while defending superbly against the opposing number one forward everytime she gets the ball, and being the GK with a clean sheet and 20 saves every match!

(Actually, right now I would be happy if my one remaining player was able to walk without a walking cast.   Stupid Kid Trick, sprained ankle badly and has been out for a month) But you get the idea.

Brat, no beer in my system, just a triple shot mocha, and you are right!!! The championship vs challenge cup rules did change.....must be to prevent a "B" team from advancing further than an "ECNL" team.  The WP 95 Black team should play in the Championship Cup, yet their website indicates it's Challenge for them!! Hmmm???

WHEW! Thought I was going crazy ( ier ) for a while there. 
I knew WPFC White ( or Black or Leeming, whatever  ) was going to the Chall cup which IMO sucks. They won last year right and a finalist the year before?

The subtitution rule has always been there at the older ages in the USYSA National Championship Cup.  WYS use of unlimited substitutions at this age, unlike other areas of the country, put our teams at a disadvantage when they advanced through the tournament since the players and coaches were not used to playing under a limited substitution rule.
