Challenge Cup Quarterfinal "wild card" ?

i could not find the answer in the cup rules...

So first place in prelims move on and the wild card spots are filled by random wild card draw, not by the second placed teams?
Is that right?

Correct, but if you notice, not enough spots for all the second place teams.  :(
