If cap isn't going to be used as the seeding mechanism for state cups what is? Will only rcl clubs get seeded into state cup and all others have to play in?

Interesting that the white paper talks about cap being designed to replace lpt as a league placement mechanism not as a cup seeding mechanism. Imo the biggest flaw in cap is that it overrated teams performing well in a lower ddivision relative to teams performing poorly in a higher division. That and the lack of crossover data between rcl and non rcl clubs which leads to an inability to provide renative sstrength across leagues.

*lmao* and folks wonder why Clubs pull away from the State!

Metz - the last I heard the State was going to use the size of the boys cleats to see who gets seeded - the team with the most size 10s will get the best spot.  For girls, it's going to be the lengh of their hair - the sorter the hair the better, cause there will be less to pull out in State rule frustration. 

Yeah, thats the ticket, they just make it up as they go along.

Open note to Soccer Oversight Committee:

If Championship Cup were to offer seeded spots to the top 16 (two divisions) of RCL and the top eight (first division) of the State Open League, that might cut the number of play-ins, while still keeping the cup open under the US Youth Championship Series rules; and also give some RCL div 3 teams the incentive to play State Open League.

Open Note #2 to Soccer Oversight Committee:

Throw away your pencils and slide rules and calculators and analysts and support open leagues.  It works for the rest of the world!
