RCL Charter Status

Which WSYSA member associations have NOT signed the RCL Charter?   Or maybe the simpler question is which ones have?

Apparently there is ongoing disagreement within the affected RCL associations over a number of elements. Many hinge on contracting with WSYSA to hand over control of the association's development programs to the RCL club.  The other driver appears to be guaranteeing the joint funding of a designated Club/Association Youth Development Director (B license or higher) coming at a time of financial challenges both with a damaging economic situation and with mounting player losses to US Club Soccer (and associate revenue inflows).  What happens if these associations sign the contract with WSYSA and then their player bases continue to decline as a result of competitive inroads by USCS?  Are they on the hook to keep paying for this?  Must they merge to maintain the minimum player count required for RCL?

The overriding question is whether the associations' execution of the contract with WSYSA in exchange for premier status is in the best interests of the association or not.  Arguments pro and con.  However, the association boards are typically elected by (or appointed by ) and work for the membership of the association, inclusive of all tiers of play.

What is the benefit of signing?  If enough don't sign I don't see how the state can kick everyone out of the RCL.  Who knows, maybe that's exactly what they want and will get kickbacks for forcing clubs to the PSPL.

Support by RCL associations appears to be faltering in the face of pressure from WYS to have them sign it by EOM. Fear of loss of control of association to state and fixed cost increases is killing it.  Too bad, the idea was good in concept (if perhaps just a framework), it just has over-reached in its draft and the money issue is too big for most associations to absorb.

3Rivers signed it a while back, under duress from WSYSA.   The TCYSA board was told that it was the only way any of the teams from the Tri-Cities would get top level competition, and if they did not sign right then, they might never be offered a chance to get into the RCL again.   
Even so, I was told that the vote passed by a single vote.    Some in the Tri-Cities consider that since only one other association signed the charter in the first year, their signature is not longer binding.

The agreement allows to "tailoring" so that it can benefit both association and club.  The problem is most people don't read the damn thing (especially the last pages) so they see this.  If the association can't afford to hire someone, red-line that out of the agreement.  Don't like the language, red-line the agreement.  But hopefully this is getting the association boards and Regional Club boards to the table to have open discussions on how the relationship between the two groups can better soccer in their area, including working with the other clubs.  That is the intent, don't let anyone force you to do anything else....

Trust me, associations are reading it and redlining it, the problem is the document that was originally distributed and redlined is no longer the same. It's hard to give up control when the terms can and will change.

One issue is that whatever the associations sign, can be changed by the state at any time upon the demand of the RCL-subCommittee.   Associations are showing their distrust of the State Leadership by refusing to sign.
