If I'm the referee and if there truly is 4 inches of snow on a field, it's unplayable.
I tend to agree with you, but the radio said that there was less than 3 inches in Yakima. If it has started to melt, rather than refreezing, and some areas of the field have been cleared, it is playable. These are kids, let them have some fun.
The worst field I ever played on was at a youth tournament in Madrid. There was no snow on the pitch, but very little grass was left in March. The wind was howling at about 30 kph, the temp was about -5 degrees C before the windchill, the churned up mud had frozen into razor sharp ridges that would slice through the skin of a leg on any slide tackle, and the locals thought nothing of the winter conditions.
We had been swimming in the sea on Christmas day, the team did not have any warm ups, just our shorts and jerseys. (And 1979 shorts at that, they did not cover very much!!!).
Needless to say, our Undefeated Provincial Champions team did not score a goal in any of the 3 games.....The locals won the tournament, but both Lisbon and Barcelona entires were fully kitted out and able to play well. I think a couple of my teammates may have faked injuries in the first game so that they did not have to go back out there for the following games......... I didn't really blame them.
