State Cup Schedules are Out

Was looking for something else on the state site and saw that the brackets/schedules are out for Championship, Challenge Cup.  Can someone explain to me how it works when you only have 13 teams?  They put 4, 4 & 5 in brackets.  So the teams in the bracket with 5 have to play 4 games in order to get out of group play, but the others only have to play 3 games.  And how do you figure out the seeding?  I'm open to all speculations.

Does anyone know how the brackets are determined in Challenge Cup?

This must be for the HS boys - wish they could post teams in each division and dates for girls HS league play.
