If a goalie blocks a PK. can the player that took the PK be the first player to follow the miss shot?

yes, as long as the goalie touches the ball. (it can't come off the post, it must be touched by another player).

Thank you.. This happined to my sons team at the grfc tourny today. But the Ref said no goal. we ended up tieing 0-0 against a grfc team. they moved on to the semi finals do to the tie.

How was the match restarted after the non-goal?  That might provide a clue as to whether something else also happened.  Examples:

1) If a teammate of the kicker infringes into the Penalty Area before the ball is kicked and the ball does not go directly into the goal, play is stopped and the restart is an indirect kick for the opposing team from the point of infringement (where the infringing player entered the PA).
2) If the kicker infringes the laws before kicking the ball and the ball does not go in the goal, the restart is an indirect kick for the opposing team from the point of infringement (PK mark).

If either of the above scenarios occurred in your sons game, then play is stopped after the keeper stopped the ball from entering the goal.  It would not matter what happened next.

Of course it's possible the referee simply made a mistake.  If the referee thought this was a second touch infringement, then the restart would have been an indirect kick for the opposing team from the point of infringement (wherever it was the kicker again touched the ball).

Thanks Refdad, I guess after the game the ref did speak with our coach saying he made a mistake but couldnt change the outcome.

Yes, but only on a PK, if it is a Kick from the Mark, then the kicker only gets the one touch/attempt

To confuse matters even more, if the PK is awarded, and time has expired for the half, the kicker would also only have one attempt at the ball and not after the keeper had played it.
