Tranfer from State league to RCL during season

Question:

        Current state league player. Can this player be transfered to a RCL team after season has already started. And I am not sure but can Coaches contact players from other teams during the season.

Two questions really,

Yes a player can transfer
No, a coach is "NOT" to contact players during season, but it happens
