In addition to working on the thorny issue of technology on the goalline, FIFA has leaked that it is considering allowing an extra sub (#4) in extra time.
Perhaps if they also reduced the number of players by one every five minutes, more decisions would result?

Just cut overtime out completely and go straight to penalties! yeesh....simple.
