See that there is a 2nd tier that has been added to the PDL group for Fall PDL (5 teams).     Is this what you were talking about?   But it looks like the teams you mentioned above are not listed.   Teams listed as second tier:   Revolution, Blackhills, Harbor, Bainbridge, Cascade.

Then why is Rev listed as a state league team and Black Hills shows under D3 GK?
